Pipeline System
 

On behalf of a multi-national resources company, O’Connor Associates conducted environmental site assessments at the facilities of a major Alberta pipeline system in support of a proposed purchase agreement for an operating share of the system from the existing owner/operator. An initial non-intrusive (Phase I) assessment was first conducted to determine potential environmental concerns. The Phase I assessment involved a review of historical records and aerial photographs for the pipeline system, as well as site walkovers at 24 “high potential” sites including pump stations, valve junctions, batteries and terminals.

Based on the results of the Phase I assessment, Phase II intrusive investigations were conducted at selected sites to evaluate potential environmental impacts. 

Information obtained during the Phase I and Phase II assessments was then used to develop estimates of the potential financial liabilities associated with environmental impacts identified at the individual pipeline facilities. These estimates were subsequently used by the client during the partnership negotiations.

Upon completion of the purchase, O’Connor Associates was retained by the new partnership to develop remedial action plans for specific sites, and to undertake additional environmental assessment, monitoring and remediation activities.

Based on the results of Phase I and Phase II assessments, a variety of practical remediation options were developed for free hydrocarbon recovery, groundwater control and remediation, ex-situ bioremediation and offsite disposal of the observed impacted soils.
